    1. Minimum Staffing Levels:
      • Facilities must ensure a minimum of 3.48 hours of care per resident per day. This includes 0.55 hours per resident per day for registered nurses (RNs) and 2.45 hours per resident per day for nurse aides (CNAs). This change may lead to an increase in hiring to meet these standards, providing more job opportunities for RNs and CNAs in Hawaii.
    2. 24/7 Onsite Registered Nurse Requirement:
      • All long-term care facilities must have an RN onsite at all times to provide skilled nursing care and ensure enhanced safety.
    3. Flexibility Based on Residents’ Needs:
      • Facilities may need to exceed minimum staffing requirements based on the specific needs of their residents to provide adequate care.

Addressing Staffing Shortages and Burnout
